Alternative Minerals Management Bill

Mining mostly means fortune. Nature always means future.

An alternative way to manage the country’s minerals is necessary to maintain the equilibrium of the Philippine ecosystem. Right now, mining ruthlessly destroys lands, kills lives, and displaces communities — all abuse of the catastrophic 1995 Mining Act.

The proposed Alternative Minerals Management Bill allows mining, but only under stringent conditions. Under this bill, protecting the environment and promoting people’s welfare come first.

It prohibits mining in critical areas, and disallows the destructive open-pit mining method. Individuals and corporations convicted of human rights and environmental violations face weightier fines and lengthier penalties.

The bill also plans the creation of an Indigenous People’s Council to participate in decision-making on all mining projects in the country. Local processing of minerals will be pipelined to boost the economy. A higher tax of 10% will also be imposed to benefit local governments and communities.

Mining must operate within environmental limits and respect the rights of the communities. Only then can we secure a future with nature. Today, two versions of the Bill have been filed and pending in Congress and Senate.
